We haven't found evidence of this specific framework being formally introduced as legislation anywhere, though we can't rule out that some government body has looked at or discussed it informally. It's an idea from outside the coalition that we think is worth Kansans knowing about, not an official coalition position.

Outside Proposal: The "Runtime Republic" Framework

Proposed by BlueprintLiberty.com, an outside advocacy group unaffiliated with this coalition — not evaluated by the Coalition. It's a far broader proposal than a property tax fix: a complete restructuring of how every level of government collects, holds, and spends all tax money, of which property tax is just one part. Its core idea is that every government would have to trace each dollar it spends to specific, provable legal authority, with unauthorized spending getting no automatic funding and individual taxpayers able to redirect their share of it into personal accounts. It also proposes ending deficit spending and fiat currency creation, and restricting government borrowing to voluntary loans from individual taxpayers.

It's summarized here, not because the Coalition has assessed whether it's workable, but because a reader evaluating property tax options may want to know this kind of proposal exists. It touches far more than property tax — currency policy, federal debt, Social Security, and the structure of government borrowing among them — and adopting anything like it anywhere would require sweeping changes well beyond a property tax amendment.
